The Division I Council did not take action on the issue Wednesday of allowing redshirts in football to retain eligibility if they play in four games or fewer -- but the proposal is scheduled to go to vote in April and could go into effect this August. The proposal appears to have considerable support. If passed, it would replace the medical hardship rule. Said Miami AD Blake James, chair of the council: "I don't think it's right for a young man to lose a redshirt over what may be a need for a team in a competitive situation to have to find a player to play. Whether it's a bowl game or a game later in the season, personally I struggle with why we would take away the redshirt if they stay within a certain percentage [of games.]"

The Division I Council approved legislation Wednesday at the NCAA convention that adjusts the start of practice for football and the first game for basketball, pending approval this spring from the Division I Board of Directors. In football, this measure corrects the problem created last year when two-a-days were eliminated. Under the change, football teams may open practice 29 days before their first games. Basketball teams may play their first games on the Tuesday before the second Friday of November — three days earlier than the current date.

Some movement today at the NCAA convention on the discussion about reforming transfer rules. The Division I Council has asked the board of directors to grant a more flexible timeline for legislation, which could potentially allow a proposal to pass this year outside of the normally exhaustive cycle. Implementation remains unlikely in 2018. The proposal would likely increase penalties for tampering and eliminate the tying of scholarships to transfer eligibility. As for the much-debated, one-time undergraduate exception -- removing the requirement for players to sit one year -- it's far from a done deal. The transfer working group will meet again in February to devise a plan. "Our job now," said South Dakota State AD Justin Sell, chair of the group, "is to get people to lessen the anxiety and take a deep breath." Here's Miami AD Blake James, chair of the DI Council, on the possibility of major change:

The ACC released the 2018 schedule, and what stands out the most about Clemson's schedule? After a bye week, the Tigers have to play their three toughest Atlantic opponents three straight weeks: NC State (Oct. 20) at Florida State (Oct. 27) and Louisville (Nov. 3).

Former Oklahoma QB Baker Mayfield has signed with Tom and Jack Mills of Capital Sports Advisors to represent him, the Colorado-based agency confirmed in an email.

The NCAA convention is underway here in Indianapolis. The Division I Council will hear a report today on plans to adjust the rules for transfers. One concept under consideration would eliminate the year that undergraduate football and basketball players are required to sit out after a transfer. It is not yet a formal proposal and will not be up for vote here, but the idea already faces strong opposition in the coaching community. " It's about balance," said Penn State AD Sandy Barbour, who sits on the Football Oversight Committee. "It's about giving students appropriate freedom and appropriate flexibility -- and yet at the same time, [asks], 'What are students' obligations to the institutions?'" More to come after the council session this afternoon.

Texas announces it has hired Auburn's Herb Hand as co-offensive coordinator/offensive line coach. Hand last held a coordinator role at Tulsa before heading to Vanderbilt, Penn State and then Auburn. Auburn announces it will replace Hand with J.B. Grimes, who returns to the Tigers from UConn. Grimes coached Auburn's offensive line from 2013 to 2015.

Tyler Hilinski's brother, Ryan, provided the following statement: "We, as a family, are grieving after receiving news that my brother, Tyler Hilinski took his own life this afternoon. We are in complete shock and disarray. Tyler was the kid that put a smile on everybody's face when they were down, especially his family. We will mourn the loss of Tyler for some time but celebrate the way he lived his life every day."

Washington State announced the press conference it has scheduled to introduce its new athletic director tomorrow has been postponed. It will release another statement shortly regarding the passing of Tyler Hilinski.

SMU coach Sonny Dykes confirmed to me that he's hiring Northern Illinois defensive coordinator Kevin Kane to the same position with the Mustangs. Football Scoop first reported the move. Kane did an excellent job with the NIU defense in 2017 after moving into the coordinator role the year before. Dykes' new staff with SMU is nearly complete.

Miami is still about $1 million away on the initial $34 million price tag on the indoor facility. It launched a crowdfunder in late August that has raised $800,000, thanks in large part to the team's success in 2017.

The current weight room (left) will connect to the indoor through three doors that will be built into the existing structure.

Each of these steel beams weighs between 6,000-7,000 pounds and interlocks to form the structure. Much of the steel has been pre-fabricated in Alabama, so all the crews on the ground have to do is bolt them together in the right places.

The entire structure is hurricane rated to withstand Category 5 winds. It's also going to be air conditioned and feature giant windows across the top that allow in natural light (and palm tree views, too).

The office where Mark Richt currently works (middle of picture) will be completely stripped down and redone. As part of the project, a 10,000-square foot mezzanine deck will be made, featuring new coaches offices and meeting rooms. They will each have windows overlooking the indoor field and connect to an additional 15,000 square feet of renovated football offices and meeting rooms.

To date, general contractor Lemartec has poured over 3,000 cubic yards of concrete to form the facility's foundation. Project superintendent Carlos Padron said the concrete gets poured starting at 3 a.m., mainly so the trucks avoid traffic getting to campus. The concrete is only good for 90 minutes after it is made, so time is of the essence. About 10 trucks pour at a time, and make five trips each to the facility. It's a process that takes roughly five hours.

Construction on Miami's new 82,000-square foot indoor practice facility is right on schedule, with a target completion date in time for the start of fall practice.

Iowa State coach Matt Campbell isn't ruling out the possibility that QB Kyle Kempt could return in 2018, he told the Des Moines Register on Monday. Kempt was a senior year but is asking the NCAA for another season of eligibility. Iowa State is arguing that not playing at Oregon State and Hutchinson Community College should equate to another year. The Cyclones went 5-3 with Kempt as the starter, including top 5 wins over OU and TCU.

The first question Kevin Sumlin was asked at his introductory press conference at Arizona: "How significant is it to be the first black head [football] coach at this university?" He noted that it's his third time being a head coach and the third time he's been asked that question. "It shouldn't be overlooked, but you hope in time – in the next 5, 10 years – that is not the first question you get," Sumlin said, "and I'm not being disrespectful to that accomplishment.”

Kyle Bonagura ESPN Staff Writer

Arizona AD Dave Heeke: "I want to be clear, Kevin [Sumlin] is the only person we offered the job to."

Hanson was a GA at North Carolina, and Hickson was the RB coach for Akron. K-State now has seven full-time coaches who played for the Wildcats, the most former players coaching at their alma maters among all FBS coaching staffs.
