The transfer working group did, though, draft one proposal this week to go before the Division I Council in June for a vote. Proposal 2017-108 (notification to transfer) would scrap the old system, in which student-athletes must request a scholarship release in order to leave a school. It would also eliminate -- with possible rule exceptions created on the conference level -- the ability of a school to restrict the destination of a transfer. In the new system, a student-athlete would notify his or her schools of the desire to transfer, then enter the "transfer portal," essentially a database of transfers available to re-recruit. The working group will ask for the rule change to go into effect, if passed, on Oct. 15 of this year.

The group tasked to reform NCAA transfer rules will not propose legislation in the 2018 cycle that would grant blanket immediate eligibility to any group of potential transfers -- including players or recruits whose coaches leave or players at schools on probation, said Justin Sell, chair of the transfer working group, after two days of meetings in Indianapolis. Also off the table in this cycle is any proposal to bring uniformity to transfer rules in all sports. "It's going to take a little bit more time," Sell said.

RB Khalan Labron was a huge bright spot for the Seminoles in the first half, rushing for 137 yards and two touchdowns on 11 carries (12.5 yards per carry). That included a 91-yard TD run. Labron was a five-star recruit out of Virginia Beach, Virginia, who redshirted last season. Sophomore Cam Akers and senior Jacques Patrick combined for 1,772 yards and 14 TDs rushing last season but this impressive showing by Labron helps his chances of getting heavily into the rotation in the fall.

The Garnet team leads the Gold team 21-7 at the half of the Florida State spring game. The offenses bogged down in the second quarter. After combining for 256 yards in the first quarter the teams managed just 122 in the second. Things started to get sloppy, too, with a delay of game penalty as well as pass interference in the end zone.

Florida State has generated 256 yards of offense and three touchdowns in the first quarter of the spring game. There was a 91-yard touchdown run by Khalan Laborn, a double pass for a TD, and a pair of fourth-down conversions. One problem, though: Take away the 91-yard TD run and the Seminoles have run for minus-16 yards.

One change that's immediately noticeable about the Seminoles under new coach Willie Taggart is the quicker pace. The offense is snapping the ball with roughly 20 seconds remaining on the play clock. That's a huge difference from the offense under former coach Jimbo Fisher, when the Seminoles often drained the play clock before snapping the ball. Going to be an adjustment for the offensive lineman in particular going forward.
