Ralph Wilson wanted to ensure the Bills would stay in Buffalo, so when the team signed a 10-year lease with the county for Ralph Wilson Stadium in 2013, Wilson had a non-relocation agreement drawn up. The only time the team can buy out the lease is in 2020, for $28.4 million, or there would be a $400 million penalty. Does that guarantee anything? It's hard to say.
