NFL competition committee is proposing a rule change that would invalidate the strategy used by the Ravens last season to close out a game against the Bengals. The rule would prohibit a team from committing multiple fouls in an attempt to manipulate the game clock. The Ravens had nine players commit holding to protect punter Sam Koch while he ran out the clock. If approved, the rule would make this a 15-yard penalty and reset the clock.

He did a nice job catching punts and going through bag drills. The FBS all-time leading rusher with 6,405 yards, Pumphrey understands he'll have to make it as pass-catching back and returner at the next level.

The Saints have re-signed veteran DE Darryl Tapp, who joined them last year as a rotational pass rusher and had 0.5 sacks, nine quarterback hits and a fumble recovery. The 32-year-old should split time with Alex Okafor and possible additions to come in the draft, while also helping to back up Cameron Jordan.

The Packers have signed DT Ricky Jean Francois to a one-year, $3 million contract, ESPN's Adam Schefter reported. This gives the Packers more depth on the defensive line, where they'll be without Letroy Guion for the first four games of the season because of a PED suspension. He's the second significant addition the Packers have made to their defense this offseason after signing cornerback Davon House to a one-year, $2.8 million deal. Neither is a blockbuster deal but both represent solid additions to a defense that needs as many playmakers as possible.

Several pictures are on Twitter of Panthers coach Ron Rivera at Stanford Pro Day, where two possibilities (defensive end Solomon Thomas and running back Christian McCaffrey) for the No. 8 pick are going through drills for NFL teams. Carolina assistant general manager Brandon Beane also is there. Thomas likely will be gone before 8, and McCaffrey may be a reach taking him ahead of LSU's Leonard Fournette. But each would fill a big need for the Panthers.
