The Steelers knew they weren't going to sign Le'Veon Bell to a long-term deal before March 1, so the exclusive franchise tag gives them the offseason to hash out a long-team deal with the dynamic tailback or play him as a one-year rental at $12.4 million. The Steelers are on record as wanting Bell in Pittsburgh long term.

The Colts have signed OL Fahn Cooper. He was selected by San Francisco in the 5th round of the 2016 draft. Cooper spent all of last season on the 49ers practice squad.

The Panthers have placed the franchise tag on defensive tackle Kawann Short as expected. He will count an estimated $14..77 million against the salary cap. The goal remains to work out a long-term deal. But this was a must move for Carolina.

Only a few minor changes to the Packers coaching staff for 2017. David Raih moves to a new position: offensive perimeter coach. He was assistant offensive line coach. Jeff Blasko moves into that role. Tim McGarigle joins the staff as defensive quality control coach. No one gets the associate head coach/offense title vacated when Tom Clements left after last season.
