Hasselbeck says he will appeal the fine.
Hayden had recovered a fumble by Titans tight end Jared Cook in the fourth quarter and was brought down by Hasselbeck at the 4-yard line before he could get into the end zone. The Bears led 44-12 at the time and eventually won the game 51-20.
Hasselbeck, a 14-year veteran, said Wednesday he understands the intent of the rules and obviously tries to play within them without trying to hurt anybody. He says Hayden probably didn't notice, and Hasselbeck hopes NFL officials agree with the Titans.
Hasselbeck says he has been the target of plenty of jokes over the fine, but it's not funny to a quarterback who obviously doesn't practice tackling.
Also Wednesday, the Titans put starting right guard Leroy Harris on injured reserve with a partially torn anterior cruciate ligament in his right knee.
The Titans also announced other roster moves Wednesday, including signing defensive end Jarius Wynn and guard Kyle DeVan. The 6-foot-3, 285-pound Wynn played 36 games for Green Bay and had 4½ sacks after being drafted by the Packers in 2009.
