Manuel took part only in individual drills. Coach Doug Marrone said Manuel is expected to fully participate in practice on Monday.
"He's transitioning in," Marrone said. "If we can have him practicing on Wednesday, and we feel that he is good enough and mentally ready to play, then he's going to play."
Marrone said Manuel is ahead of schedule in his rehab.
"He looked good," Marrone said. "But I say that not knowing what can happen in the next couple days."
"Wednesday we'll make a decision. It's either going to be EJ or it's going to be Jeff," Marrone said Sunday. "Both guys will be available for the game."
Manuel was wearing a light brace over his left knee on Sunday.

Manuel said he was encouraged by his quick progress.
"It's very reassuring,'' Manuel said. "I just really want to see how it reacts tomorrow as far as the soreness or anything like that, which I don't think I'll have any soreness cause I didn't have any after I ran around and threw the other day. I'm just looking forward to moving on tomorrow and getting more reps in practice.''
Meanwhile, running back C.J. Spiller remained out of practice on Sunday.
Spiller was excused from the team last week to return home to Florida, where his step-grandfather was involved in a murder-suicide. Marrone said Spiller will return to practice Monday.
