Jim Harbargh asked for an interpretation on what is a legal hit on a read-option QB. In the NFL's weekly rules video, the league's vice president of officiating Dean Blandino explained it by saying "the QB can be hit like a runner until hes clearly out of the play." Harbaugh called the ruling "flawed and a bit biased," because it gives defenders the right to hit a QB in the knee or head with an excuse that they couldn't tell if he had the ball or not.
