Who is the best quarterback in college football?

Yes, we're still months upon months away from the college football season. But is it really too early to start ranking next season's talent? We didn't think so, and neither did Mel Kiper, who released his first Big Board for the 2010 season.

At the top of Kiper's first list is Washington senior QB Jake Locker. With 2,800 yards and 21 touchdowns on the season, Locker has emerged as one of the top quarterback prospects of 2011. But are players such as Stanford's Andrew Luck, or Arkansas' Ryan Mallett better?
