NOTES: The Patriots have been flagged for 23 accepted penalties, which ranks them tied for ninth most in the NFL. The Raiders have the NFL's most accepted penalties (30). ... Add in four penalties that were either declined or offsetting, and the Patriots have a total of 27 penalties on the year, for an average of nine per game. That's high for a Bill Belichick-coached team. ... Last year, the Patriots were flagged for false starts 16 times. They're already up to six this year. ...
