The move clears a spot on the 53-man roster for running back C.J. Spiller, who is expected to be activated from injured reserve this week.
Summers, 29, has been inactive for the past four games after starting six of the Bills' first 10 games. He was essentially phased out of the offense in favor of tight end MarQueis Gray, who has the versatility to play fullback.
The 5-foot-9, 248-pound fullback played in 25 games over two seasons for the Bills, making 15 starts.
