Changes For The Better

Vin Baker
The Baker Rule wouldn't make teams pay for mistakes.

It'd be one of five ideas on how to make player movement less taxing in today's NBA. It'd be called the Vin Baker Rule because teams could deem one undesirable contract, like Baker's, exempt from their salary cap, writes Marc Stein in his weekly report.

    COAST TO COAST
    Gary Payton

The Milwaukee Bucks, rather suddenly, believe in omens. That's because the last time Gary Payton was in a contract year was the 1995-96 season. That's the same season, incidentally, that Payton led the Sonics to the NBA Finals. In the East, where almost nothing's impossible, no one is ruling out the possibility that Milwaukee still has time to rise into the top four by the end of the regular season and nag the heretofore unchallenged top three: Detroit, Indiana and New Jersey ... The Mavericks can still get the brutish power forward they need. Problem is, it'll have to wait until summertime. After declining to trade for Miami's Brian Grant, Dallas would be wise to earmark part or all of its large salary-cap exception -- estimated to be $4.97 million next season for all teams -- for use in signing one of the veteran big men who will be available come July. Juwan Howard, P.J. Brown, Elden Campbell, Tyrone Hill and Derrick Coleman are all on the list. There's a chance Karl Malone and even Alonzo Mourning, the big man Dallas has coveted most of all, will also be available at that price ... Jamal MashburnJamal Mashburn
Kobe and T-Mac were fairly impressive in recent days, each with a 52-point game, but only Mash hit last-second winning jumpers -- on back-to-back nights -- in wins over Memphis and Detroit. Got to spread the love around a little.

    E-MAIL OF THE WEEK
Allen IversonHow do the Olympic powers-that-be continue to snub Allen Iverson for an Olympic spot when he is constantly outperforming the guys who were already selected?
    Marvin Moore
    Philadelphia, Pa.

STEIN: I like the choice of Mike Bibby over Iverson because Team USA needs as many quality shooters as it can get and Bibby is one of the league's best inside the arc. Iverson still has an outside chance, but he has no shot unless Olympic coach Larry Brown lobbies strongly for AI. Which apparently hasn't happened.

That's how many 3-pointers Seattle newcomer Ray Allen averages per game, compared to 4.1 free throws.
