PITTSFORD, N.Y. -- First-round pick Willis McGahee could sign with the Buffalo Bills as early as Tuesday.

The running back's agent, Drew Rosenhaus, said Monday there still are important issues to work out but added, "I'm confident we can get a deal done tomorrow."

Rosenhaus told McGahee to be ready to leave for the Bills' training camp facility in suburban Rochester at a moment's notice.

"We have him on standby," Rosenhaus said. "I've told Willis to pack his bags and be ready because if things continue to progress, he's going to be taking an airplane as soon as tomorrow."

Bills president Tom Donahoe was not immediately available for comment. He has said progress was made in negotiations after the two sides met in Baltimore last Saturday, before the Bills' preseason game against the Ravens.

The former University of Miami star was drafted 23rd overall by the Bills. He and Jacksonville quarterback Byron Leftwich, the No. 7 selection, are the only two first-round draft picks yet to sign.

McGahee's contract negotiations have been complicated by questions of whether he will be ready to play this season. The Bills do not consider McGahee fully healed after he tore three ligaments in his left knee during Miami's loss to Ohio State in national title game in the Fiesta Bowl.

Once McGahee signs, the team is expected to place him on either the physically unable to perform list or the non-football injury list, which would put him on the sideline indefinitely this year.

Before getting hurt, McGahee was projected to be one of the top three picks in the draft after he set school records with 1,753 yards rushing and 28 touchdowns last season.
