Starr admits Baylor 'fell short' in response to sexual violence

Kenneth Starr does not believe sexual violence was an issue at the university before August of 2015 when Sam Ukwuachu's trial was underway and admits that he and the school have since continued to respond poorly to complaints of sexual violence.
