A day after saying Sunday's bottle-throwing melee wasn't a "black eye" for the city, Policy apologized for not criticizing the unruly fans who angrily hurled debris onto the field to protest a controversial call at the end of a 15-10 loss to the Jaguars. "We were frustrated not only by the way the game ended but what happened out there," Policy said. "We're very disappointed." The Jaguars weren't happy with the Browns brass for saying that fans would've reacted the same way in Jacksonville. The NFL didn't discipline Policy and owner Al Lerner, but Giants owner Wellington Mara shared his disappointment.
