Sources: Tulsa starting quarterback Kirk Francis (concussion) is not expected to play against Oklahoma State tonight. Redshirt freshman Baylor Hayes will start for the second-consecutive game. Francis left the Week 2 game against New Mexico State with the concussion and missed the Navy game last week. He’ll dress tonight and only be available as the emergency quarterback.
